The UIGEA legislation from 2006 certainly turned the American gambling market op side down and left many players in the grey zone. They are allowed gambling as long as it takes place in land based casinos, at online horse racing or state lotteries. This outright discrimination between sources for gambling has caught many poker players between a rock and a hard place. In order to play their favorite card game, they either need travel long distances to play at a land based casino, or resolve to the illegal dodgy backroom clubs. Outraged US poker players now try to put this unbearable situation to an end, and have formed a pro-poker lobby group, Poker Players Alliance. The lobby group has been extremely successful and has experienced a phenomenal growth the last years, with a membership passing the one million mark.
The main objective of the Poker Players Alliance (PPA) is the legalization of online poker. This, they hope to achieve by either regulation or exception to current laws. Until now the organization has strongly supported the two congressmen, Barney Frank and Robert Wexler, who work hard to push legislation in favor of an abolition or regulation of the current gambling legislation. Rumors have that PPA is planning to announce the formation of a new political action committee, and a voter-registration drive to help promote their case on Capitol Hill. The plan is to launch the campaign at the upcoming World Series of Poker in Las Vegas during the month of July. Representatives will be signing up new members and registering voters for the November national elections in the United States. The plan is also to erect computer terminals, allowing members to send emails to members of Congress advocating legalization and regulation of online gambling.
PPA has already pre-launched the campaign by sending more than 15 000 emails to members of the Financial Services Committee. It was done as a follow-up to a House hearing on the burdens the UIGEA places on banks and other financial institutions in order to monitor gambling transactions. PPA are putting their stakes on affecting the legislation especially affecting banking, since UIGEA legislation has especially targeted Banks and financial institutions to be their watch-dogs, with all the extra burdens it entails for this industry. Earlier this month congressman Frank and Rep. Ron Paul introduces a new bill attempting to derail the current UIGEA legislation. The main aim is to prohibit the Treasury Department from issuing and implementing new rules, which require banks to prevent gambling related transactions. The hope is that all the attention around the proposed bill will attract even more poker players to join PPA.
The organization is, however, not the only ones operating in the field. They have fierce and strong enemies, such as several religious groups and the National Football League, who strongly oppose any moves to change the current gambling legislation. As the struggle continues, time will only tell if PPA’s strategy will have its desired effect, or stronger forces will win the American legal battle over online gambling.
